International RSSU Chess Cup Moscow Open - 2021 (further on – the Cup) takes its place in Moscow February 19 (arrival day) till the first of March (departure day) 2021.
 
The Cup consists of eight separate tournaments:

The system of prize distribution in tournaments
 
Places are determined by the highest number of points scored. In case of tie among two or more participants in tournaments A, B, D and F the winner is determined by the following additional indicators:
- Buchholz system;
- median Buchholz system (without one of the worst result);
- higher number of wins;
- according to the result of a personal meeting of players who are in the same point group (under the condition, that all players played among themselves);
- By the largest number of games, played by black;
- by the best performance.
 
One cannot win two prizes. In Tournament D a participant can win only one prize (the largest one)
In Tournament E, 5 points are awarded for the correct and complete solution of one task. The winner is decided by the highest number of points scored. In case of equality of this indicator for several participants the minimal time for solving task is taken into account.
 
Appeal against points scored or the correctness of the tasks proposed is regarded by the Chef Arbiter himself or with the involvement of additional persons at his discretion.
The final decision of the Chef Arbiter on such matters is final.
 
In tournaments C, G and H, online competition, information about the order of the event and the determination of the winners will be determined by a separate regulation of the event.
 
Prizes are subject to taxation in accordance with the legislation of the Russian Federation (for Russian citizens, the deduction of income tax in the amount of 13%, for foreign citizens, the deduction of tax in the amount of 30%).
Prizes are accrued to Russian citizens to their personal bank accounts (bank card) upon presentation of a copy of their passport (photo spread, registration spread), pension insurance certificate, ITN and the corresponding (full) bank details. When receiving the prize, foreign citizens present a copy of their passport.
 
Children and citizens under the age of 18 must have a birth certificate (passport) and a permit from an official representative of the minor to receive the prize or to accrue it.
If there is no winner or prizewinner (1, 2, 3 place) at the award ceremony, prizes won’t be awarded and won’t be sent in the future either.
 
At the award ceremony competitors must follow the dress code and adhere to this style during the Cup, the recommended style is casual (smart casual).

The competition procedure
 
The cup is held in compliance with all enabling legislations requirements  applied as a part of a fight against the new coronavirus infection (COVID-19) on the territory of Moscow and also Regulations on the organization and conduct of the official physical education and sports events under persistence of risks COVID-19 spread approved by the  Ministry of Foreign Affairs of Russia and Rosprodnadzor of 31.07.2020, including the amendments and additions in the Regulation  adopted by the Russian Ministry of Foreign Affairs and Rosprovoznadzor.
 
The Cup is held in accordance with “chess” sports Regulations in force approved by the order of the Russian Ministry of sport and not contradicting the FIDE Laws of Chess. The participants’ behavior is regulated by existing Regulations «Sports sanctions in chess» and in accordance with the requirements of the existing Regulations for interregional and all-Russia official sports chess competitions.
 
All tournaments are held according to separate Regulations.
 
The tournaments A, B are held according to the Swiss system of nine rounds using a computer draw - Swissmanager.
The tournaments A, B are played (one game in a day) with time-control: 90 minutes plus 30 seconds per move, starting with the first.
During the tournaments A, B all rounds except the last start at 4 pm, the ninth round – at 11 am.
 
Tournaments D and F are held according to the Swiss system in 7 rounds, with the application of Article 15. Remote game using the information telecommunications network "Internet". When using a computer draw - Swiss manager. Time control of 10 minutes plus 5 seconds for each turn, starting from the first one.
 
The tournament E. The competitions are held under the world championships regulations by a decision. (there are three assignments in every round:  twomover – 20 minutes, threemover –60 minutes, endgame study – 100 minutes, helpmate – 50 minutes, moremover – 80 minutes, selfmate tasks – 50 minutes).
 
During the tournaments A, B a loss is awarded for the late entry for more than 60 minutes, competitor get «+», late player «–».
If a loss is awarded to a player in case of a late entry or absence, this person will be eliminated from the tournament. The main arbiter can change this decision.
Player may leave any electronical devices in a bag, as long as the device is completely shut down. The place for a bag has to be coordinate with the Chef Arbiter. Players can’t use this bag without permission from the Chef Arbiter.
Chief Arbiter should eliminate the player from the round for health reasons if the chief doctor recommends it.
Illegal influence on the competition results is not permitted.
In accordance with the requirements of paragraph 3, subsection 4, section 26.2 of the federal low № 329-ФЗ of 4.12.2007 «On Physical Culture and Sports in the Russian Federation» It is not permitted to take a part in gambling, betting parlors and totalizators by making a bat.
 
Cheating control should be ensured in accordance with FIDE anti-cheating regulations - standard level of protection.
 
The Appeal Committee
 
The Appeal Committee (AC), consisting of 5 members (3 main members and 2 alternate members), is elected at a technical meeting. Each protest (appeal) must be submitted to the Chairman of the AC within one hour after the end of the round. Each participant submitting a protest must make a deposit of 3,000 (three thousand) rubles. If the appeal is granted, the deposit is returned to the applicant, otherwise it goes to the organizing committee to cover the costs of the tournament, unless the AC decides otherwise. The AC's decision is final.
 
The Director of the Cup
 
The Director of the Cup is appointed by the organizers and is responsible for the preparation and conduct of the competition at a high level. The Director has the right to exclude or exclude from the Cup participants on the basis of the recommendations of the chief doctor of the Cup, as well as participants who have violated this Regulation on the Cup or the norms of moral and ethical behavior.
Conditions of participation
 
The Cup is held in compliance with the requirements of permits adopted in the fight against coronavirus infection (COVID-19) on the territory of Moscow. As well as the Regulation on organization and conduct of official physical culture and sports events on the territory of the Russian Federation under persisting risk of spreading COVID-19, approved by the Minister of Sport of the Russian Federation O. V. Matytsin and Chief State Sanitary Doctor of the Russian Federation A. Ju. Popova. Tournament director and chief panel of judges are responsible for compliance with the Regulations for the organization and conduct of official physical culture and sports events on the territory of the Russian Federation under persisting risk of spreading COVID-19.
 
All participants of the Cup: players, persons accompanying players (no more than one per player under 18), coaches, tournament controllers, members of Organizing Committee, as well as other officials must follow the requirements of the ensuring infectious safety Regulations under persisting risk of spreading COVID-19 and have personal protective equipment (masks, gloves) during the Cup.
 
Admission of players and tournament controllers in the competition implemented if they provide a negative laboratory test for the new coronavirus infection (COVID-19) by the polymerase chain reaction (PCR) method. Test result must be obtained no earlier than 3 calendar days before the start of the event (in the period from 00.00 Moscow time on February 17 until 00:00 Moscow time on February 19, 2021. Vaccinated people with a confirmation certificate with marks of two vaccinations (date of vaccination, name of the vaccine, doctor's signature) also have admission.
 
In addition, all participants must submit to the admission committee:
 
- the original identity document;
- medical certificate of health status, giving permission to participate in the competition;
- compulsory medical insurance certificate (CMI certificate);
- the original accident policy for this competition;
- consent to personal data processing;
- a certificate of a negative laboratory test for the new coronavirus infection (COVID-19) by the polymerase chain reaction (PCR) method or vaccinated people with a confirmation certificate with marks of two vaccinations (date of vaccination, name of the vaccine, doctor's signature) also have admission.

The travel expenses of the Cup participants (fare, meal, accommodation, tournament fee, etc.) are borne by the sending organizations or the participants themselves.
 
Tournament D - among pupils - “O. A. Zhuravsky’s memorial".
Pupils are invited:
 
- Tournament among boys under 13 years old (born in 2008 and younger);
- Tournament among girls under 13 years old (born in 2008 and under);
- Tournament among boys under 17 years old (born in 2004-2007),;
- Tournament among girls under 17 years old (born in 2004-2007).
Tournament fee in D tournaments - 1000 rubles per participant.
Tournament fee in F tournaments - 500 rubles per participant.
 
There is no tournament fee in the online tournament G, H in speed chess among veterans.
There is no tournament fee in online blitz tournament C.
Participants who were selected stage of tournaments D pay a tournament fee of 1000 rubles.
 
Discounts.
 
The pairing for the first round of tournaments A and B includes only those participants who (personally or through a representative) received accreditation according to the schedule of the tournament on February 19 until 20.00.
Participants who did not receive accreditation within the specified period or for some other reason did not get into the main draw, are included by the decision of the organizing committee in the pairing of the 2nd round (in the first round, such a participant is given a minus).
 
Accreditation serves as a pass to the territory of the Russian state social University.
 
The number of participants is limited. The Organizing Committee reserves the right to complete registration ahead of schedule (beforehand).

Accommodation
Official hotels of the Cup
Tourist Hotel (hotelturist.com.), "Botanichesky Sad" metro station.
Prices start from 2450 rubles for a double room without breakfast.
When booking your room the account must be paid a cash fee - booking, the amount of payment is a payment for one day of stay in the selected room category. The cash fee is not included in the payment for hotel accommodation and is spent by the Chess Federation for organizational expenses.
The number of places in the hotel is limited, with a large number of participants; the organizers do not guarantee accommodation in official hotels of the Cup.
Accommodation requirements are accepted from February 5, 2021 to February 16, 2021 via the form on the website: https://moscowchess.org/. Payment is only possible in advance, until 16.02.2021.
